According to DFA spokesman Raul Hernandez, the amount “accounts only for those donations to which the donors (–foul word(s) removed–)igned a monetary value.” he said. He added further that the pledges of financial aid have to be processed in accordance with the rules and regulations of the donors before the funds reach the recipients.

The DFA also explained that some of the pledges announce in the media are not reflected on the official list of the DFA because the government first get the official notification from the foreign government of international organization before the information is added to their official list.

According to the master plan of the Philippine government for handling the logistics of the biggest humanitarian relief efforts, the DFA handles all clearance involving the entry and exit of foreign military, government and humanitarian aid and disaster response operations.

The DFA put up One-Stop Shops at the Bureau of Customs office in NAIA and Mactan Airport, serving as the hub for all transactions between and among donors, consignee and recipients of arrived foreign donations. The NDRRMC-OSS has personnel from the different government agencies–Bureau of Customs, Bureau of Immigration, DFA, DND, DOH, DSWD, DepED, DOTC, DA, and DOF, among others.
