After so many complaints filed against his appointment as Luzon’s Deputy Ombudsman, Mark Jalandoni finally ends up his public service in a form of a resignation. (–foul word(s) removed–)istant Ombudsman Jose de Jesus bears out that Jalandoni made up his mind to give up the said position to spare himself from being involved in any of the rising controversies.

Late before the resignation, the Office of the President received three affidavits which contain complaints against Ombudsman Mark Jalandoni. The complaint accused Jalandoni for usurpation of functions as an official and a man in authority. This violation is stated under Article 177 of Act No. 3815 of the Revised Penal Code which may punish imprisonment to any of the violators.

One of the complainants, Mr. Antonio Baltazar stated in his filed affidavit that, “The offense committed amounts to grave misconduct and constitutes culpable violation of the Constitution, graft and corruption and betrayal of public trust”.

The issue rooted up when Ombudsman Jalandoni purportedly acts and takes upon himself the function which supposedly was Ombudsman De Jesus’ duties. Ombudsman De Jesus should’ve been the one who examined and made recommendations for approval of the resolutions Mr. Baltazar submitted to Ombudsman’s Office.

The situation starts to temper when Jalandoni thrashes out the submitted resolutions which contains Mr. Baltazar’s protest against Chairman Rodolfo Abano Jr. of the Energy Regulatory Commission and President Jesus Francisco of Manila Electric Company for being involved in graft and corruption. Jalandoni’s reason for dismissing the complaint is that it doesn’t have enough causes to pursue the said resolution.

When Malacañang takes action to transform the leadership in the Office of the Ombudsman, Ombudsman Mark Jalandoni’s filing of resignation also swiftly followed.

A week ago, the Deputy Ombudsman for Military was also dismissed by Malacañang in the person of Emilio Gonzales III.
