Pacquiao Questions System Loss – Senator Manny Pacquiao asked Department Of Energy Secretary Alfonso Cusi about why consumers are paying for system loss in their monthly bills.

This question is one of the most common things that concerns many Filipinos. No wonder netizens have praised the new senator for the question he raised.

Some people said that even though Pacquiao is just new in the Senate, at least, there is sense on what he’s saying as he showed concern to consumers unlike other senators who have been in the post long time ago.

Others said that the even though Pacquiao didn’t finish his studies before unlike other lawmakers, at least, according to the commenters, Pacquiao has shown ‘real’ concern to people.

Pacquiao has been known and criticized for being one of the Congressmen who had the most absences in the Congress.

Last Tuesday, August 16, Energy Secretary has been asked by Sen. Pacquiao regarding the payment of system loss.

Meralco, the country’s largest power distributor, defines system loss as “the recovery of power lost due to technical and non-technical system losses.”

The firm said that it is collected “for the generation and the National Grid Corporation of the Philippines (NGCP).

Pacquiao started by addressing the Secretary.

“Mr Secretary, this is a very important question, raise up ko ngayon. Ang tanong ko lang po, bakit n’yo china-charge sa consumers na talo n’yo na eh? That’s business. Para sa akin ‘di sya makatuwiran na i-charge sa consumers ‘yung nalo-lose na power sa transmission,” Pacquiao said.

[Mr. Secretary, this is a very important question that I will raise now. My question is, why are you charging consumers with your loss? That’s business. For me, it is unjust to charge consumers for system loss from the transmission.]

The Enrgy Secretary then agreed with Pacquiao that consumers must be carrying the burden of paying for system loss. However, Cusi advised that the Bureau of Internal Revenue needs to remove the value-added tax (VAT) on system loss.

Pacquaio told Cusi that he is hoping that the issue would be acted on as according to the senator, burdens the consumers on their monthly bills.

Si Manny ay hindi nakatapos ng pag-aaral kagaya ng mga ibang senador pero alam ko matalino yan dahil kung hindi, hindi nya makukuha at maiintindihan ang mga itinuturo sa kanya ni Freddie Roach na pamamaraan sa pakikipag-away na galing at binase sa syensa kasama pa ang ibang rudiments o regimen sa diet na kung saan karamihan sa mga boxers ay nauwi sa abuso…huwag nating hanapin sa kanya yong mga diploma o mga paaralang natungtungan dahil ang pagiging senador niya ay destiny at kagagawan ng MayLikha upang magkaroon ng check and balance sa Senado dahil siya yong matapang na magtatanong at huhugot ng kasagutan para ang epekto nito ay para sa kapakanan ng Sambayanan…hindi kailangan graduate ka sa sa UP o sa Hardvard para masabing marunong ka…ang kailangan ay may puso ka para makatulong sa masang Pilipino…Yan si Manny Pacquiao!!!

System loss occurs during transmission due to heat and it is charge to consumer as calculated per kilowatt hour under the delivery charge separate from the metered charge and other fixed charges it is very small portion among the charges depending on how good the or bad the infras. Filferage and thief of Electicity are not included in the system loss.. System loss is calculated by an Independent agency or qualified firms to arrive at accurate figures. Considering that our generation is M(removed)ive (more than twice the Phil for the population of only 15 Millions) any miscalculation will anger the public which own the Utility (utility is solely owned by the Govt..and the rate is Average 12 cents kWH for consumers. That is equal to 4 pesos per kWh for a jurisdiction with a per capita income of $50 thousands…
