Rody Duterte because they believe that the main reason why the Chinese stopped harassing them was due to the mayor who spoke recently with the Chinese Ambassador. According to the fishermen, they were surprised with the gestures of the Chinese and declared that they can now fish in the disputed Scarborough Shoal.
