Outsourcing Industry Proven the ‘Philippine English Proficiency’ is Still Good

The outsourcing industry has proven that Philippines remained competitive among the countries of Asia with high ‘English Proficiency’.

‘Education First’ is a US-based English training and testing institution in their ‘English Proficiency Ranking Report’ of 44 countries, apparently the first to be released.

Malaysia had the highest English proficiency index (EPI) among all Asian countries that were included in the report with 55.54 ‘high proficiency level’ and is ranked number nine (9).

The ranking report has received some criticism especially among Filipinos. And the Philippines was not included in the ranking. Despite the country has offered outsourcing services of English-based industry.

In ‘English Proficiency’ ranking report the country was not included, but it does not signify that Philippine is far lower than Kazakhstan, with a “very low” EPI of 31.75 and ranked 44th.

Insufficient data from Philippines was the main reason that Philippines was not included in the ranking, said Eric Feng ‘English Proficiency’ executive Hong Kong Office.

The 400 EF test takers minimum limit per country is needed to be included in the ranking from 2007 to 2009. Less than 100 test takers in every two or more tests offered by ‘English Proficiency’ per country were excluded.

And because there are only few Filipinos took the ‘English Proficiency’ exams and considering that the ‘English Proficiency’ does not have an office in the Philippines, so it becomes more difficult to provide testing, as well as the gathering of data.

Feng said, “Including the Philippines in their future ranking is possible after several months from three of four from now on.”

Even the Philippines was not included in the ‘English Proficiency’ ranking; the country has a good English Speaking population representing half a million employees of English-proficient in outsourcing business industry.
