Senator Panfilo Lacson Revealed “Pabaon System” in the Philippine National Police (PNP)

Senator Panfilo Lacson a former PNP chief revealed on Wednesday that the Philippine National Police (PNP) has also a slush fund.

He said, “It is high time that the PNP agency will also be included in the investigation.”

In spite of hiding condition, the fugitive senator could not withstand himself from acting in response to the controversial military fund anomalies that started the investigation in the particular agency of Armed Forces of the Philippines (AFP).

Senator Lacson casted a statement saying “Having a first-hand information of these facts, I am in full support to the recommended proposal for further investigation regarding the ‘welcome and send-off gifts tradition’ in the AFP and expand the investigation to include the AFP’s across-the-street neighbor, the PNP.”

Armed Forces of the Philippines headquarters is located in Camp Aguinaldo, just across EDSA is the Philippine National Police headquarters.

“He was informed that there was P40-million in commander’s reserve at his disposal during the time he took over as chief of the Philippine National Police. And the offer of a monthly gas allowance equivalent of more than 50 vehicles consumption that run even 24 hours a day or more” said Lacson.

“He was also offered a credit card with a high limit allowing him to swipe for his personal and official purposes” added Lacson.

According to Lacson, he did not accept all possible advantages to avail as PNP chief, instead channeled all to the needs of those in the front lines.

“Lacson during his time focused on getting rid the police ranks of the Inept Corrupt and Undisciplined (ICU) police officers and providing competent law enforcement service to the people  instead of enjoying all possible advantages” said Lacson.

He claimed “I was the one instead who gave “Pabaon” via PNP Foundation, Inc.”

Lacson is calling the attention of the President Benigno Aquino III to grab the unusual opportunity of his time in which the issue now is being highlighted by Hiede Mendoza and cost a supreme sacrifice by Gen. Angelo Reyes. And to conduct extensive accounting on how the money of the tax payers is being spent.

“I am afraid that this opportunity will not be presented again by itself even in the next hundred years,” said Lacson.
